Is this negligence?

Negligence definition: failure to take proper care in doing something.

Okay so this mother left her baby In the car for over 2 hours and would have been longer if the father didn't come home. This boy almost died. The police say it's not negligence but an example of how easy it is to forget your child. To me forgetting your child for hours, FAILING to bring your child inside and leaving them out in the heat is negligence. To me she failed as a parent to take proper care of her child who is lucky to be alive. Oh leave her alone she probably feels bad? She should she almost killed her child. Can we stop acting like leaving a child in the car by themselves is okay to do? That it's okay accidents happen?
