Is this heat rash?

I noticed it first on my arm and I thought it was from leaning on the zipper on my purse then I noticed it on my legs. I've never had it before

I had a rash like that with my first. They said it was called a pupps rash.

Does it feel textured? Like bumpy? 
I once got prickly heat rash. I had gone jogging and only on the left side of de of chest/collarbone area had these small pimple like bumps and the area was red. I think I put cortisone cream on it until it went away. Just took a few days. It was humid and hot out. Heat rash is when sweat ducts get blocked. I suppose there could be mild to severe cases. If you have any type of cortisone cream just put that on it. It looks like it to me but it's very light in the pic.
