When is a dog considered abandoned property?

So I'm 37 weeks pregnant, my husband and I have lots of animals (horses, chickens, dogs, rabbits and different game birds). Obviously we don't mind animals but now that I'm 9 months it's much more exhausting keeping up with them and since my husband works I'm the care taker. Well recently his friend who's only a friend when he needs something asked if he could keep his dog here for a couple of days because he's currently living on someone's couch and the dog is getting sold soon until the buyer backed out. I told my husband to say no but of course he said yes. Well a week goes by and this Doberman is still here  and the jerk off doesn't even come to feed walk or water him so the poor thing just sit in the kennel. Well he ended up leaving his other dog in the kennel as well so now we have TWO of his dogs. I got pissed off and tried to let them out and one of them tried to eat my chicken so I put them back in, I hate that they have to be cooped up. Anyways it's been over two weeks of us saying he needs to get his dogs out of here, I'm tired of being responsible for these dogs when I have so much else I need to do. Does anyone know the laws in California on when this becomes abandonment? He hasn't feed or watered them since they got here... He's only shown up once. I want these dogs gone and I know people who would adopt them and I will not take them to the pound because their too sweet to be put down. I guess I'm just trying to figure out when it's been long enough because this is getting ridiculous.
