Help me understand

So my fiancé and J have two pets(a cat and a dog). They are both babies and I love them very much. So the dog, peed on the bed twice and I told him and he was like ohk. I started to fuss b/c he acts like he doesn't care abt the mess she makes. He says I always blame the dog and never the cat but they both make messes. I told him that I do say something to the cat but the dog makes most of the messes. Idek why he got the dog since he works all the time and hardly has time for her. Maybe I'm in the wrong b/c she peed on the bed. Someone help me.
