Whether you've had sex or not doesn't impact your ability to use a tampon. Virginity is a social construct, not a physical thing that you "lose" or "tear".

If you're inserting it correctly, tampons should NEVER hurt.

Years ago before I started fooling around with my boyfriend (he was my first) I tried using a tampon and it hurt so much. I probably was doing it completely wrong, but I couldn't get it in because it was too painful. Then later on (weeks or months) after my hymen was broken from my bf fingering me I tried to use a tampon again and this time it was much much easier. 
My suggestion if you want to use a tampon is to get in a position that will make application easy such as standing with one leg propped up on something and using a mirror if possible to make sure you're inserting it in the right place. Remember to try to stay relaxed, and never keep a tampon in longer than the recommended time.

It hurt for me but it didn't tear my hymen. My hymen broke while riding a bike! So I would say yes & yes.

Yes, I've worn tampons ever since I started my periods at the age of 11 and was a virgin until 17. I've heard it can tear your hymen; don't know how true it is.
