Hairy help!!!

Ok so I've been having difficulties lately I can't afford to go get a wax and I have no idea how any of that goes because I've always shaved but now it's just painful cause I get irritated down there and have ingrown hairs every time I shave but I've tried the waxes from Wal-Mart and I've tried using conditioner and I've tried all kinds of shaving cream it's just the front part not down on my "lips" cause for some reason down there is fine but up front just looks gross and painful and I down want to just let it grown what do I do? What do you guys do? Please help!!
