Is he cheating? or and I overreacting?

So my husband has been hiding his phone for the last few weeks. He bought flowers for me to be nice a week ago only to fine the receipt while doing laundry and there was 2 sets of flowers 1 rose and a bundle of others. I however was not given the rose. I asked him and told him to get the money back and he refused. has been getting home late from work with a different excuse each night. What do I do? I could use some advice.
