Confused

About a month ago I was at the local fair with my brother. On our way there, my brother's truck broke down! I talked to the guy I'm in love with about it, and he willingly went out to take a look at it and drove it home for my brother! After that, he and I talked with each other nonstop! We flirted and hung out with each other all the time, but we were always with his friends or my friends. One night with his friends, he put his arm around me and let me cuddle with him for a long time! I was so freaking happy! A short week later, we finally got some alone time together. He kissed me for the first time in forever. We also messed around a little bit...but it was all foreplay. We never had sex. We talked constantly after that and I thought everything was going great! We talked about hanging out again this past weekend, and the topic of sex came up. He said he had a condom and I had mentioned that I have some too just to be safe since we did mess around and plan to hang out again. He sounded like we did have plans made, but then he just stopped talking to me. I don't know what I did that was wrong, and I'm so confused. I love him so much and it's absolutely heartbreaking. I don't know what to do...any advice?
