Next Step...

I so badly want to take another step in my relationship. We've been together for a year & a half. He pretty much lived with me & my father right after we started dating (he stayed the night every night) & officially moved in about 6-7 months ago. I'm in the works of getting my license, & after that I'll get a job (personal things made it hard for me to do that before now). Moving out isn't possible right now because we don't have money saved up, & I would much rather have lots saved up so we don't have to worry when we do move out on our own. He says he won't propose until we're in our own place, but then changes it to "I can't afford another payment right now." But he can go spend $100 a month to pay off a dirt bike that he doesn't need. I'm just stuck. I'm at a standstill. I don't know if he feels the same way, but I feel like our whole relationship is at a hault because nothing is happening. What do I do?
