Is this normal or is he having second thought?

My bf and i have been together for 15 months now. I am 24 and hes 25. At first we decided that we would move in together in January, and then it changed to June/July since it made more sense cause we would be able to save up more and we will have been together for 2 years. But the other day i felt like i was pushing him to move in with me so i told him we dont have to until hes 100% ready on his own time so he told me he just wants to have his car paid off and save up more money before we move in together. Is this normal or does it seem like hes having second thoughts??
