Use some rubbing alcohol. My LO looked like that but after 3 days of alcohol it dried up some and fell off after.

My baby girl's cord looked the same too... it didn't dry.. her pediatrician applied silver nitrate over it and it dried up in 4 days... consult your pediatrician. Unless it completely dries up and falls off, we can't give a good bath to our babies...
