hemorrhage behind placenta

I'm 18 weeks pregnant & at 15 weeks I started having light spotting just when I wipe. My doctor put me on bed rest & no sex. At my 17 week appointment he informed me that in my early ultrasound(9weeks) they found a small hemmorige behind the Placenta... he told me that's what the bleeding is coming from & that at my 20 week ultrasound they will check it again. Tonight I went to the bathroom after having mild cramps & everytime I wiped there was blood this time it was clotty.. I'm still having cramps (feels like when I start my period) I'm not sure what to do... i don't want to call my doctor again because I ended up having to call last night because I had some fluid gush out & ended up in the ER. They did a ultrasound to check fluid & said my fluid was great... advice please.
