Do you pick up after your dog?  Like if you are out walking not on your property? My dogs tend to find bushes and then they back their butts up in the bush and do their deed. Now I'm sorry, but I'm not reaching my hand into a bush lmfao . Now if they happen to not find one or make it to one and just go on a side walk or in the middle of the road like on trails I pick it up. Or on someone's property.  But honestly, and especially on trails, if the poop isn't in the direct walking path, I couldn't careless if someone picks it up or not if it's off the path. Or like on our street we have mediums all the way down the street. And I don't mind at all if someone leaves it or not. I don't walk in that grass , I'll walk on the road by it as my dog walks on the grass. And there are sidewalks on both sides of the trash.
