babies won't turn???

My OB just told me that since my twins are still breached at 27 weeks 4 days and are already over 2 lbs each that there is little to no chance that they will turn head down being that room is already limited so I will more than likely have to have a c section. I'm worried because I didn't want to be cut honestly I'm terrified. And at first hubby and I opted to tie my tubes then we decided not to but since I'm being told I'll most likely have to get cut we have decided to just go ahead and tie them. Any other moms told their babies most likely won't turn at 27 weeks so the will most likely have a c section?
