No halloween

So recently my friend told me I'm mean for not allowing my 7 yr old to go trick or treating... that I should still let her but keep her candy... I was like I don't feel like she deserves to go trick or treating she's lied all week was a bully at school and her progress report was bad plus she got her older sister in trouble out of spite for not being allowed to play yesterday at a party... what are your views on Halloween and discipline?
