Early labor signs

I've been having a lower back ache, accompanied by menstrual like cramps. They last about 30 seconds and have been happening for the past hour. I get like a 6 minuet break from the cramps. 38w1d have not lost mucous plug or anything indicating labor is near. Advice? Is what I'm feeling early signs of labor?
