Glucose test

This might be a stupid question, but do they make every woman take the one hour glucose test? I'm with Kaiser and asked a midwife during a centering class today when we normally make our appt for our test and she said they don't do them for everyone. I assumed they did the one hour test for everyone and if you didn't pass, you did the 3 hour test. Anybody else with Kaiser in California and can clarify for me? I'm 22 weeks.
