I need your help

During my pregnancy I haven't experienced any bleeding. My cousin just found out that she is 6 weeks pregnant. Starting yesterday she was having bad cramp and start bleeding. She went to ER they told her that her hormones level was at a 3 and was suppose to in 1k. She said when they did pep she start bleeding more they prescribe her morphen. Now she say she is cramping and little but she is still bleeding like period bleeding. Do you think she is having miscarriage. I'm not sure
