Issues with mother

To start out, my mother left my dad with four kids, ages 8 months to 5 yo. She left o be with a truck driver. She got involved HEAVILY with drugs. Has been since she was 24 up until now and she's 49. She's been on heroin, meth, coke, prescription drugs and alcohol. She's been on and out of our lives for ever. She's been homeless the past couple years, living on the streets. She's always begging me for money. I once in a while will give her money. I just bought her a bus ticket to come home. She will be coming tomorrow and staying with my grandma. My husband will not allow her to stay with us and neither will any of the other children. Now I finally gave up on giving her money. She is telling me she's cold and starving but I cannot keep giving her money. Financially I can afford it but honestly I don't feel I need to support her anymore. I feel so bad doing this but I cannot keep giving in. What would you do?
