tmi marks on inner thighs? does anyone else have this?

Sorry this is gonna be gross but I've noticed a few monthes ago that I have these spots on my inner thighs but not on my vagina...does anyone know what this is?  Sometimes the spots lighten up and are not very visible, when I went to have my Pap smear done I couldn't see them any more so I didn't ask my doctor about it but now they are back. They usually don't feel like anything but if I'm wear pants that are hot and tight they itche. My Pap smear came back normal but could it still be an std?
