Aggressive Dogs

Do you think breed determines the aggressive demeanor of a dog? I own a Doberman and he barks. People take this as aggression but it's truly not, he's just noisy. I also used to have a pitbull and people would walk the other way to purposefully avoid him. Why is this? I know you see stories on the news but there are also many other "non aggressive" breeds that have had aggressive tendencies.
