Need opinion on what to do

I have been seeing this guy for about 2 months now,however after Thanksgiving it got a bit more intamite. When we are together things are more perfect then anything. He tells me I'm perfect, stunning, unlike any girl he's ever met thing seem amazing. However, when we arnt together he takes forever to reply. I know he doesn't go on his phone much but why won't he make the effort. He works two jobs which I understand being busy, but I want him to make time for me. I know he's into me I just can't understand why he can't make time to see me more then 2-3 times a week which I'm usually the one suggesting we do something and won't pick up the phone to say goodmorning or how was ur day l.
