Would you be upset?

So I went into work today and I noticed there was a lot of cop cars around one car. I went inside my work and asked what was going on. Apparently some lady decided to leave her two very young children in her car alone while she went shopping. Yes it was 40 degrees out, but she also left the car on and the heat going. I wasn't sure how to feel about it. I was grateful she left the heater on at least. But I was also upset because these kids are around 3 and 6 years old.. I would never leave my child in a car.. I'm laying in bed now just thinking about it, and I just don't understand why she did it in the first place... I was just wanted to see how you guys felt about it. Do you think it was okay to leave her children in the car while she went shopping? Or no?
