Is being "hormonal" as a female the same as being bipolar?

No, nothing.  I'm a hormonal female, my dad is bi polar, there is a massive difference between how we act towards things.

Bipolar disorder is verrrrry different from mood swings, trust me. Mood swings happen to everyone; bipolar disorder doesn't. It's composed of "manic" episodes (in one phrase: very high energy), which can last for hours, weeks, days or even months, and "depressive" episodes, which sound like and are the opposite of manic episodes (though they can last for just as long). There's also episodes with mixed features, which can contain a bit of both. It can impair someone's life, especially left untreated, but living with it is possible. There's tons more information, about the various types such as Bipolar II or cyclothymia, but this is an extremely rough idea of bipolar disorder. Typical, "hormonal" mood swings aren't like that.

Most definitely not. Whoever told you that is wrong. Being bipolar is an actual mental disorder and the mood swings are completely different and much more drastic and dramatic than ones that are cause by hormones

If your noticing your mood swings are incredibly dramatic and effecting the way you interact with others and your daily routine/life maybe speak with a doctor. 
However if you just feel very easily irritable sometimes even tho your happy or go from being happy to sad after seeing something that normally doesn't effect you it's probably just hormones.
