short cervix at 13 weeks

My husband and I were told this past Tuesday by our doctor that according to our ultrasound it looked like I had a short cervix. I was 13 weeks pregnant and this news unfortunately this put me at high risk for miscarriage. She prescribed me progesterone suppositories and sent us home with heavy hearts. 
On Thursday, we miscarried. 
The same day, during a pelvic exam after the mc, a different doctor explained to my husband and I that 13 weeks is typically too early to tell that a woman has a short cervix and that normally that information comes around 16-18 weeks. 
We go back for follow up on Jan 10th, and I'll try to clarify with the doctors, but has anyone else been told they have a short cervix before 16-18 weeks? I want to know how those pregnancies resulted. 
I obviously want to try again, but I'm terrified of another loss, especially since our first doctor said a short cervix can put our future pregnancies at high risk of mc also. I just want to be told I do have a good chance of being able to carry a pregnancy full term, even if I need progesterone injections or suppositories or a cerclage at some point. 
Has anyone else experienced this?
