Is it unsafe to put a baby in a snowsuit in a car seat? (picture included)

My mom thinks this is okay. I took him out and put him in a sweater since we had to loosen the straps all the way to get him to fit. Was I right to take him out of it? It's also 45 degrees outside with a bit of wind. So I thought the snowsuit was too much anyways.
