Cry baby!

So my baby is now a month old and all he does is cry when he is awake ! We found out he has reflux and a milk allergy so we took care of all that and i thought the crying would stop a little since he was being treated for those things .. but we havent seen much improvement .. is it possible that he is just a cry baby or is it pain? My first born was nothing like this and he also had reflux ..
