In English we have to analyse a text and too me it's a really difficult text to analyse, so sorry if I sound dumb! But what type of method of writing is this? : "the city is a beautiful one, and cannot fail, I should imagine,"

Please help😆 (I couldn't find anyone to help me at home and my mums at work and there's nothing on google, I'm 14, and have to make do with what I have and at the moment this is what I have so please no stupid comments lol ❤️❤️)
