HELP!!! Confused and Disappointed

So I went to the doctor 1 day after getting my period. He conducted the ultrasound and said he only saw a total of 6 follicles and canceled my IVF cycle again. When I went last month he only saw 3 and cancelled that cycle as well. I have all my medications and have not started any of them because he wants to see at least 8-10 on ultrasound before starting the stims. Is this normal? I feel like I am never going to achieve the number he wants. Ladies I will take any advice at this point.
