now what?!

So I went in for my second HCG test and my levels went from 149.2 to 91.4...what do I expect to happen now?? I've been having brown discharge (old blood) with some dark red for about a week now and had a RhoGam shot as well. I haven't passed any blood clots at all. Could I be losing the baby??
