Romance advise please

I need some advise. Ok so my boyfriend is great but I wish he was more romantic every now and then. If we are laying in bed he is on his phone a lot. Or like for Valentine's day yesterday he spent a lot of the day on the computer or playing with the dog while I was just kind of left with nothing to do. He made me dinner but then left a big mess in my kitchen I had to clean up today. We talked about the mess a little bit. I don't know how to explain to him I'd like a little more romance in the relationship without hurting his feelings. I wouldn't mind being a little more intimate too but most nights he just kind of rolls over and goes to sleep. A lot of the time he acts like we have been dating for years but it's only been about 4 months. I just want a little more passion
