We broke up

After my boyfriend told me that he would propose to me on my birthday last Thursday, he never did. Well, he kinda did but it sucked. He didn't have a ring and he didn't even get on one knee. It's like he just did it to shut me up. Well last night we had a big fight about it and broke up. Now he's saying he really wanted to propose properly but he didn't have the money for a nice ring. What would you girls do in this situation?
