checking kids head for lice in public?

Yesterday I took both of my younger sibilings to the park, and there were these two little girls who were obviously very social and were talking and playing with all the other kids.  I did notice that they were itching their heads a lot but I didn't say anything because that would of been extremely rude. Their mother yelled out loud to them "I see you scratching, come here so I am check your head!", obviously she had no shame in checking for lice in public, which didn't bother me until she said that she found a bug and literally flicked it off her finger into the playground and then sent her kids off to play again. Both of the girls were still itching and their mother didn't bother to take them home to treat their hair, she let her daughters stay out and play with a ton of other kids with the possibility of it spreading. Anyway, since the mother was even trying to be discreet about looking through her daughters hair/ finding a lice bug, a bunch of parents started to leave because this woman obviously didn't care if her kids spread lice around the playground. A little while later, one of the girls came back and complained that no kids wanted to play with her because she has lice. The mother hot very mad and walked up to the kid that said no to her daughter and started to call him a bully and that she wanted to talk to his mom. She made him cry and he ran over to his mom, but by that point I was already walking away with my sibilings to find another park to play at. 
Anyway, do what do you think about this situation?
