I Want Sex and His Parents Don't Want Us To Do Anything Sexual

So my SO and I have been together for a little while I am ready for sex I am on birth control, I also have a couple condoms. My SO is 16 and I'm 18 where I am 16 is the age of consent for sex. I am completely ready, he says his parents don't want him to do anything sexual, all we do is kiss, and we haven't even done that in a while. I'm not a virgin, but I'm pretty sure he is. I believe I'm his first real girlfriend. For me I feel like I'm going thru sex withdrawal I love sex, I want to have sex with him, but he keeps telling me his parents don't want us to do anything sexual. What should I do.
