Hungry or not??

My daughter is a little over 2 weeks old and ebf. If I do have to give her a bottle of breast milk, I give her 2 ounces since that's what the doctor recommended. However, she acts like she's still starving after that bottle and being burped. I've tried doing 2.5 ounces and close to 3 but she will always spit up after being burped with these amounts. I'm not sure what I can do for her if she acts hungry yet spits up with more food... has anyone else experienced this?
