HELP: Diaper Changes = Wrestling Matches

My 9 MO will NOT let me change his diaper. It is seriosuly a fight EVERY. SINGLE. TIME. The only thing that works is if it's time for a bottle, I can change him while he is feeding himself. That's the ONLY thing that works. I've tried giving him toys and even my phone (didn't want to have to resort to that) but it still doesn't work... even if it's his favorite toys. I just don't know how to get him to understand that he needs to lay down just for a min. It's becoming a huge problem especially if we are out or in a restaurant. I cannot change him alone or he will fall off the changing station. But I'm at my wits end now... changing his diaper is the worst thing ever now and I'm nearly in tears after every change.  Any suggestions other than giving him something because that doesn't work.
