College funds

Is it really a parent's responsibility to pay for their child's tuition fees? My parents never paid for any of my university tuition. I had government assistant and the last semester I had to drop out and get a job to save money to re-enter. My friends do say they are starting college funds when they find out they are pregnant. Should your children (once they get ready to enter college) be responsible for their own college tuition by loans, grants, etc?
