Baby's Nails

How do you guys deal with your baby's nails?! My boy scratches himself ALL THE TIME. I tried biting them but they're so strong, every time I cut them, I cut his little finger 😭 and every time we file them they grow back over night! When he was little I used to pull them off when they'd break, but now he's 3 months and they're stronger and don't break 😡
