Needing Advice Please

I had my doctors appointment today at 39 weeks and 2 days. I have been having contractions for 3 weeks and they are closer and stronger but I am not thinned or dilated yet. The baby is head down but has not moved down at all she is still up in my stomach. The Dr. Said that inducing wouldn't do any good because I would have contractions and possibly dilate but it wouldn't do any good if she doesn't drop down into the birth canal. He told me my options were to either have a c section tomorrow or that I could wait out the weekend and he will see me Monday if nothing has changed I would need to have a c section on tuesday the 28th. When she's asked him what his opinion was he said Normally by this time something should be happening either thinning some type of dilation or she should at least be engaged. Since none of those are happening he thinks either my hips are too small and her head is too big or her cord is wrapped around something and it's causing her to not be able to descend... I had my birth plan since two weeks pregnant and a c-section was not part of that plan. I know that plans change but has this ever happened to anybody else and they ended up going into labor naturally? He will not let me go past my due date as I am high risk and have had 4 miscarriages and 1 still born.. I guess I'm just looking for some encouragement from women who have been in this situation and either ended up with a natural birth or any woman thatbhs had a c section... I'm extremely nervous and scared I'm a FTM and this whole pregnancy has been hard on me and this is kind of like the cherry on top...
