The phenotype that displays the genetic makeup which decides what "color" someone will be is biological. Race has biologically developed through evolution over hundreds of thousands (millions?) of years as a way to adapt to the amount of sunlight to which different people groups are exposed. For example, humans living further north where there is less sunlight available tended to have lighter skin in order to absorb more vitamin D which is an essential vitamin for normal growth and development. While humans who lived further South where there is more sunlight readily available tended to have darker skin as a way to protect themselves from the sun's harsh rays. 
While race developed as a way to protect early humans, in the last several thousand years it has become much more of a social construct. People now (perhaps they did before, too) identify with their race, they build their culture around it, they celebrate it. They also oppress each other based on race and stereotype each other based on the color of others' skin.
All in all, we have different colors of humans because different people living in different places needed different things. Now that we all travel around the world and live in places to which we are not native, race has become much more of a social construct and a way to categorize people in order to make sense of the world.

Humans have a tendency of putting things into categories. Race isn't biological at all. It's purely a category humans made. Just another box to check off that doesn't actually mean anything or define you as a person. Sad, really..

It's a social construct. There is no gene or cluster of genes common to all blacks or all whites. Were race “real” in the genetic sense, racial classifications for individuals would remain constant across boundaries.

Each race has unique physical characteristics etc, there's obvious DNA difference between different ethnicities so it's much more a biological category then social construct.
