measuring behind

So I'm 21 weeks pregnant with twin di/di girls. Baby B is measuring 16 cm and Baby A is measuring 13 cm. The high risk doctor said that Baby A is measuring a week behind because the umbilical cord attached to placenta membranes not directly to Baby, and the Baby is not getting enough nutrients. However they did Doppler on umbilical cord and there is no blockage.  Her heart rate was perfect all organs were perfect and her brain was normal. She said if Baby doesn't start growing I could possibly lose Baby A. Has anyone had this issue? And had a positive outcome? Is there anything I can do to help her grow?
