Nope. Sometimes someone just isn't ready for that yet, or isn't into marriage. The person who proposes might be feeling a little bit hurt, but if you assure them that you love them and explain your reasoning, then things can go on as normal.

It doesn't mean it's automatically over but if a person keeps proposing every so often and gets turned down each time I think there's going to come a time when it starts to effect that relationship. It depends on the couple though.

Personally in my relationship, yes. It more than likely would be. I have been very vocal about never wanting to get married. If he asked, it would show that he either hasn't been listening to anything I say or just doesn't respect my views. I would more than likely end the relationship if he proposed
