cousin living with us. need advice

So we got married in oct of last year and my husbands cousin moved in with us in February. When we discussed him living with us we went over general rules such as rent, him paying for his own food, and him not being a roommate but more of a house guest while he gets on his feet. So when he gets here he tells us his drivers license has been suspended due to warrants in the state he lives in and his engine in his car goes out. So now we drive him everywhere. Well now it's been 2 1/2 months he has been fired from one job and now has another and has not paid us rent, utilities or anything. He eats everything insight, doesn't clean, and buys movies on directv without asking. I have talked to my husband about all of these issues and he says he is going to start paying us rent this month. Still haven't seen a dime. At what point do I start having the conversations with the cousin??? Should I keep my mouth shut and let myhusband figure it out? I am at a lost of what to do. Any advice would be great!
