Girls Sending Nudes to Boyfriend

Hey! So, I have a question. First off, if random girls are sending nudes to my boyfriend, is that okay? Secondly, if he touches himself to them, is that okay? Why or why not? I, obviously, do not believe that is correct AT ALL, but I want to see why that would be seen as "okay." And I say it's not okay because we both agreed to a monogamous relationship.

Edit: Could you give an explanation why it's not okay? Would it be considered cheating or not? Giving the fact that we're monogamous. Thank you!

Edit 2: Would it be okay still even if he had no way of ever meeting them? Or if he didn't contact them? I.e texting them back
