Possibly, because a lot of people get them because it's a "redneck" thing, not because they believe in slavery. It's their own ignorance but it also depends on the type of job.

No, I would not. I work in a more strategic department of HR (not recruiting) so if I were hiring or interviewing someone, it would be for a role in my department or as a direct report.

I would likely bring this up as a point during my off-the-record feedback to the recruiter or my colleagues involved in the interview process, and state that not only was it distracting, but it made me feel uncomfortable. Of course this wouldn't be feedback given to the candidate. This would be a big nope. I can't even see this flying for engineers or other departments in my company tbh.
