Is this Infringment of privacy?

Question

So my son is in Kindergarten and we have gotten him extra help as he is struggling so he is in special education and gets a lot of one on one time. 
Today I received an email from the secretary at his school with ALL the parents email address included with an attached PDF file for a survey for children in that school with disabilities/special education to fill out so now I and the other parents know who's kids are in special ed and have disabilities and the parents names as well as the email address are basically first and last name as mine is too. 
My husband went in to the school and was irate as she disclosed personal information and now we have taken it to the board of education. 
Later this afternoon I received another email from the same security stating it was an error and to delete prior email with undisclosed information. 
Are we as parents in the wrong for being upset? Should the secretary be reprimanded?

She's most likely will be reprimanded by the principal or Dean.    i doubt she did it maliciously, it was a mistake.   no need to stone her also.

I mean I believe it is infringement of privacy but I'm not sure what's so upsetting, it'd be incredibly easy to see what kids are in special ed and who their parents are anyways. So I'm not sure why you're pissed unless you didn't want anyone to know your son is in special ed. But no I wouldn't say you're wrong for taking it to the Board or wanting the secretary to be reprimanded.

It was probably just someone not knowing how to hide email addresses is all. I'm sure it was a mistake.

From my understanding, that isn't something they are allowed to disclose. I'm almost positive I've heard that things like that are illegal. I would really look into it because that is not okay at all. I would be pissed too. I'm sorry that happened!!

I understand where you are coming from, but I can guarantee you it was an accident. She probably meant to BCC all the emails and just put them in the to field instead. I send lots of large group emails to parents at my work and while we tell everyone to always BCC when doing so to protect privacy mistakes do happen.

Maybe I am missing something, was it sent to everyone? Or just certain families?

I'm sure is was a mistake. Or misunderstanding. Special education or title one resources are nothing to be ashamed of. I'm nearly certain most of the kids know who goes to certain classes or gets pulled for extra classes. It's not actually a secret. And the parents that are class helpers are usually around enough to know as well. My third needed supplemental classes and summer school for several years. She has a short term memory issue. I get that your heart is tender about it, but I don't believe most people judge the kids at all.

I feel like it wouldn't be hard if someone wanted to find out who's kid was where and who the parents were. That information shouldn't have been sent to everyone though. I get emails and texts from my son's school all the time but not with everyone else's info as well.
