Rotten house

I'm 19 and I live alone with my mom in a 3 bedroom house. My brother lives only with my dad now because of how disgusting the house has become. I switch from house to house weekly. Whenever I return the house just gets worse and worse. She leaves rotting food out for weeks, never cleans out the fridge the smell is horrendous. She got a new fridge a few months ago because she thought the old fridge wasn't working well and has now quicker than ever turned the new fridge into the old fridge in terms of how much rotten food is inside. She continues to buy new fresh fruits and veggies after not having finished the old ones and then complains that the old ones are going bad. Whenever I bring up that the fridge smells bad and maybe we should clean it she gets mad at me. I cleaned the fridge out once and she told me not to do it again. I don't want to cause conflict but there are fruit flies everywhere, literal swarms and now we're getting ants. I don't want to know what comes next. I can't clean the whole house on my own, there are also piles of recycling sitting around. A few lights in the house don't work anymore because of a blown fuse or maybe they need a new bulb, in the kitchen half the outlets don't work, same goes for my room. The shower doesn't work well either, half the water comes out from the tap when you turn on the shower. It's been like this for over a year, she always says she's going to do something but still hasn't. I thought of getting a maid and suggested it to her and she said no because it would cost too much. I'm not sure what I should do, I can see she has a real problem but there's no way I can clean the whole place on my own especially if she doesn't cooperate in keeping up with the cleaning. I also can't pay for an electrician or a plumber on my own and she would get mad at me if i brought it up or if she felt pressured about it. Does anyone have any suggestions?
