Landlord turned off power- Central NY HELP

My daughter is supposed to go to her fathers two nights a week. Well the house he lives in got foreclosed. This morning his upstairs neighbor told him the power company was coming but didn't tell him what for. Then while he was at work, she texted him telling him the power was off. Thing is, he's supposed to be living in that house for the next 6 months. Everything is included in his rent. Isn't it illegal for them to just turn off the power, especially without telling him? And it's scummy his upstairs neighbor knows he takes our 1 year old on Tuesday nights and didn't want to warn him before he left for work. My ex said he called the power company but they aren't able to come till tomorrow so I'm definitely not sending my daughter over there. Does anyone know what to do in this situation? Who do we call?
