Should people that stand around & record a crime happening instead of calling police be charged and/or fined? (Assuming law enforcement isn't there at the time)

I think it depends on if there's no one else there to report the crime. Reporting the crime is more important than recording it, but having it recorded could also be beneficial especially to the victim after they've been helped. It all depends on the situation.

No because then they'll always try to come after the camera person. Thank God those people are recording so others can see the truth. In certain situations you should call 911 but if there are other people there, let them dial.

It depends. For a robbery or assault? No a recording is probably helpful anyways and bystander syndrome is real 
But remember the case with that girl who recorded her friends rape and put it on periscope? That girl should be in prison for a long time.

It depends on the crime. Sometimes recording and then reporting the crime will be more beneficial to the police. They may not get there in time anyways and it may be something with no real victim or harm to anyone.

Morally, yes they should. But legally, we aren't obligated to do anything we don't want to do.

Depends on where you live.

But where I live, you have no responsibility to look out for someone who isn't in your care, (i.e. Not a family member or patient) you have no responsibility to help someone who isn't your friend, and you have no responsibility for someone you haven't assumed care for (ie if you intervene to help a stranger, then leave them to fend for themselves, you can be liable.)

I don't think it's morally okay to stand and film people who're in trouble though.

This really gets on my nerves, yes they should be charged if they aren't going to help the person. I can also see why it may be beneficial to have a video footage as proof however everyone seems to do it and they do it for the wrong reasons.
