Toddlers skin HELP!

my 21 month old a skin has changed. He feels like a baby crocodile. His skin is bumpy almost feels like goose bumps and its itchy for him. Sometimes there's light pink, red splotchy spots but for the most part it's skin colored. He itches it so much that he's starting to make little scratches in his skin.

I have changed our laundry detergent, have bought aveno oatmeal bath packets, and eczema relief soaps and lotions. No help. We've tried drying it out with powder and that seems to be more effective.

I'm thinking of making an appt with his doctor. Maybe he needs a script for something stronger. Any suggestions??
